A raw scan often ends a movement exactly on page 3, but the 16 bars of rest happen on page 2. A fixed part ensures that long rests occur during page turns, or that the turn lands on a rehearsal marker.
Concert band is a transposing instrument minefield. A "broken" PDF might have an Eb alto sax part that was originally scanned from a C score. Without correction, your saxophonist will play in the wrong key. A fixed part confirms the key signature matches the instrument.
