As the Netherlands tightens its civic integration laws, the choice of teaching materials becomes increasingly vital. This study examines De Opmaat through the lens of the Common European Framework of Reference for Languages (CEFR), its thematic approach to Dutch society, and its usability in a modern, blended learning environment. The analysis concludes that while De Opmaat remains the "top" choice for its target demographic due to its structured scaffolding and relevant content, it faces challenges regarding the rapid legislative changes in the civic integration process (Wet Inburgering 2021).
