Yes. Without an updated games list, Codebreaker is nearly useless on PCSX2. The default list from 2006 misses hundreds of games. By manually injecting an updated .cbc into your -mcd001.ps2- virtual card, you restore full cheat functionality.
Remember the legal note: Only use Codebreaker with game ISOs you legally own. The emulator itself is open-source and legal; cheat devices are legitimate for personal backup use.
