The Epson L3150 uses an integrated waste ink system. As you print, clean the print head, or perform power flushing, excess ink is drained into absorbent pads at the bottom of the printer. To prevent ink overflow (which would cause a catastrophic mess), Epson installed a digital counter.
When the counter reaches a predetermined limit (usually around 15,000 to 20,000 pages), the printer will display an error message like:

The reset tool does not physically clean or replace the pads. It merely tells the printer, "The pads are new, start counting from zero." A responsible user should physically clean or replace the pads every 2-3 resets.
