These are split RAR archives – a common way to distribute large files before cloud storage limits eased. A .part3 file is simply the third segment of the full archive. Alone, it’s useless; combined with parts 1 and 2, it reconstructs a folder containing: Gran-Turismo-6----All-DLC--BCES01893
Important: Using such an archive typically requires a modified PS3 (CFW/HEN) or an emulator (RPCS3) and is legally gray unless you own the original game and had purchased the DLC before delisting. Distributing DLC PKGs without permission violates copyright.
