Solution: Windows Color Management (WCM) can override i1Profiler.
Go to Color Management > Devices. Select your monitor. Check "Use my settings for this device." Then click "Add" and select the profile you just created. Click "Set as Default Profile." Finally, under the "Advanced" tab, click "Change system defaults" and repeat the process.
