AutoCAD 2021 does not have an in-app language switcher. You must use a shortcut or Windows Registry.
Autodesk supports a wide array of languages for AutoCAD 2021. As of the final update cycle, the following language packs are officially available:

A Language Pack is an official add-on module provided by Autodesk that changes the user interface (UI) of your existing AutoCAD 2021 installation. It replaces menus, toolbars, ribbon tabs, dialogue boxes, command line prompts, and error messages from one language to another.
Before installing a language pack:
Click OK.
