A clean cage is the baseline. Welfare requires an enriched environment. A dog with a backyard but no toys is not experiencing good welfare. A parrot in a cage with no vertical space or destructible materials is suffering. The key is agency—allowing the animal to choose where to sleep, hide, or play.

Animal welfare extends to non-traditional pets. Keeping a bearded dragon on reptile carpet (causes claw injuries) or a betta fish in a .5-gallon bowl (chronic ammonia poisoning) is legal but unethical. Parrots are wild animals, not decor. The most welfare-conscious choice for an exotic pet is often not getting one.

The exotic pet trade is rife with cruelty, and most private owners cannot replicate a wild animal's natural environment. Part of animal welfare is asking the hard question: Should this animal be a pet?

Cat welfare is arguably the most ignored. Indoor cats suffer from "litter box lethargy" when their environment is barren. Declawing—still legal in much of the world—is the amputation of the last bone of each toe. It causes chronic back pain and biting.
