The ROM is the operating system image. Without it, EKA2L1 has nothing to boot. The emulator provides the virtual hardware (display, input, storage), but the ROM provides:

If you own an old Nokia phone, you can legally dump the ROM yourself. You will need a Symbian-hacked phone (with HelloOX or similar installed) to access system files. Crucially, S60v3 (E71, N95) and S60v5 (5800, N97)

Cause: The ROM expects real hardware peripherals (accelerometer, light sensor).
Fix: In device settings, disable Hardware sensors and enable Null drivers for missing HW.
