Even the best toon shader fails if you use default MMD lights. Cel shading thrives on high contrast.

Rule #1: Kill the Ambient Light. In Ray Controller -> Environment -> Set Ambient Intensity to 0.0. Anime exists in a void; there is no soft bounce light.

Rule #3: Use a Toon Ramp Texture Ray allows you to replace the standard shadow gradient. Find a PNG that is half white/half black (hard cut) or one that fades through three colors (for banding). Load this into the MainRamp slot in the Material Editor.
