macOS will block the installer because the certificate is expired. Open Terminal and type:
sudo spctl --master-disable

For modern macOS (Ventura/Sonoma/Sequoia) users, Waves recommends migrating to NS1 V14 (part of Waves V14, native Apple Silicon, compatible with macOS 10.15–14).
