All plugins currently come with a lifetime license, no matter what the site says.

The pack usually comes as a .RAR or .ZIP file. Extract it to a temporary folder. You should see folders like Locales and SOUND.
If the English files are physically missing from your game installation (common with repacks), changing settings won't work. You need to download the specific language files and paste them into your game directory.
